The United States Golf Association has issued a comprehensive response to the controversial ruling that overshadowed Dustin Johnson's 2016 U.S. Open Championship victory at Oakmont Country Club.
In an official statement, the USGA acknowledged significant procedural missteps while defending the final ruling that assessed Johnson a one-stroke penalty for causing his ball to move on the fifth green during the final round.
The governing body expressed regret over the timing of their decision-making process, which created widespread confusion among players and spectators. Officials informed Johnson on the 12th tee that his actions on the fifth green might result in a penalty, but delayed the final ruling until after the round concluded.
"Upon reflection, we regret the distraction caused by our decision to wait until the end of the round to decide on the ruling," the USGA stated. "This created unnecessary ambiguity for Dustin and the other players, as well as spectators on-site, and those watching and listening on television and digital channels."
The controversial incident occurred when Johnson's putter made contact with the ground beside his ball, which subsequently moved slightly. Under Rule 18-2, which addresses balls at rest that move, officials must determine whether the player's actions more likely than not caused the movement.
USGA officials reviewed extensive video evidence and concluded that Johnson's actions were the probable cause of the ball's movement. The organization explained their methodology, citing multiple factors including the player's actions, timing between those actions and ball movement, lie conditions, and course and weather circumstances.
"Our officials reviewed the video of Dustin on the fifth green and determined that based on the weight of the evidence, it was more likely than not that Dustin caused his ball to move," the statement explained. "Dustin's putter contacted the ground at the side of the ball, and almost immediately after, the ball moved."
Despite the penalty controversy, Johnson secured his first major championship victory. The USGA praised both Johnson and the entire field for maintaining professionalism throughout the championship.
"Dustin is a wonderful champion, a talented golfer and a gentleman," the organization stated, congratulating Johnson on his victory and thanking all players for their grace during the contentious situation.
The USGA acknowledged that not everyone would agree with their interpretation of events, recognizing that Rule 18-2 decisions often involve judgment calls where uncertainty exists. However, officials stood by their collective determination as necessary for maintaining fair competition under golf's established rules.
In response to widespread criticism, the USGA committed to examining their procedures for handling video reviews and player communication. The organization pledged to develop better processes for similar situations in future championships.
"We pledge to closely examine our procedures in this matter," the statement read. "We will assess our procedures for handling video review, the timing of such, and our communication with players to make sure that when confronted with such a situation again, we will have a better process."
The USGA established dedicated communication channels for receiving feedback, including an email address and phone mailbox, demonstrating their commitment to addressing community concerns about their ruling procedures.
